Smith Scott Mullan and McTaggart Construction are working with Scottish Borders Housing Association to redevelop the site of the former Heather Mill, Whinfield Road, Selkirk. We wish to seek feedback from the local community before submitting a Planning Application during summer 2026.

We have created initial proposals for a development comprising 59 affordable homes for social rent. The properties are proposed in the form of two storey cottage flats, semi-detached and terraced houses with a mix of 1, 2, 3 and 4 bedroom dwellings. Two properties will also be designed to wheelchair accessible standards.
The proposal will redevelop brownfield land to provide affordable housing that will help to address the housing emergency.
​The design for this development has not been finalised. The site layout that has been prepared and is included in the Proposals section demonstrates how the site could be developed.

The material used for the online consultation will match the information that will be available at the public consultation on Thursday 26 March 2026. The feedback form for the second event will close on Friday 3 April 2026.
All comments and feedback will be reviewed and considered prior to a Planning Application being submitted to the Scottish Borders Council. These are not formal representations. When the Planning Application is submitted to the Scottish Borders Council, neighbour notification will be undertaken at that time by the Planning team at the Scottish Borders Council and you will have the opportunity to make formal representations regarding the proposal.
